Roger and Margaret Hogan have been married since 1967. Having been in the civilian police force for six years, Roger then went on to complete a twenty year career with the military. The Hogans accepted Christ in the early 1970's, and have been active in military chapels and churches throughout their Christian lives, leading Bible studies  and teaching all age groups. With a heart for missions and feeling a call to Europe and Eastern Europe in 1994, especially Russia, Roger and Margaret are using their retirement years to serve the Lord.

Operation Centurion is a Christian non-profit organization reaching out to Russian, German and NATO soldiers and their families. The organization provides Bibles and Christian reading materials along with Christian music. Basic hygiene items such as soap, deodorant, shampoo, toothpaste and toothbrushes and disposable razors are provided for Russian soldiers. Russian enlisted soldiers receive only the equivalent of fifteen US dollar per month.

Roger and Margaret Hogan are the Founder and President of the organization. Their goal is to provide Christian Servicemen's Centers in Russia where soldiers can relax and hear the Word of God through weekly Bible studies and where soldiers can receive prayer and counseling based on Biblical principles.
